Public Policy, Economics and Markets

The Poem team brings together researchers working mainly in the disciplines of economics and of finance and shares an interest in the regulation of economic activities and the evaluation of public policies.

The team's work focuses on studies related to the implementation of public policies and the recommendation of tools and measures to regulate markets, and aims to assess the impacts of regulations on the labour market, global markets, financial markets, as well as in the areas of insurance and health. The research also focuses on the identification and analysis of risks and instabilities that may emerge from recent technological innovations (uberization, blockchain, ...) and the need to take into account social and environmental issues.

The team members are mainly economists and/or specialists in finance, and apply their research in the fields of labour economics, banking and financial economics, health economics and theoretical economics. The team includes members of the Center for Employment and Labor Studies (CEET).

Research themes

• Economics of public policy

This theme considers the mechanisms of design and evaluation of public policies by adopting specific angles of analysis (models, representations, interactions between public and private actors, ...) and by applying it to targeted fields (labour, training, health, financial institutions, .. .). It integrates theoretical issues of collective decision (measures of representativeness, strategic behaviours of actors, ...) and various fields of study such as inequalities, health issues or the conduct of macroeconomic policies.

• Regulation and risk management

This theme brings together a variety of issues related to the fields of market and corporate finance, banking and insurance. The research associated with this theme includes work on the regulation of financial markets, on the standards and tools of governance at the interaction of financial markets and companies, and on risk management in the context of insurance activities. The work also includes studies on the regulation of financial innovations (fintech, crypto-assets, etc.) as well as on the financial risks and instabilities associated with high-frequency trading and commodity trading.

• Organizational change, public policy, work and employment

This theme brings together the work carried out by the team members attached to the transverse program of the Centre d'études de l'emploi et du travail (CEET) of the Cnam. This work focuses on the impact of employment policies on the functioning of the labour market, on their beneficiaries and on firms. It also focuses on the quality of employment and its dynamics, in international comparison and for the French case. The team analyses management methods, collective regulations and organizational transformations, in relation to changes in work and technologies. The research also brings a focus on the relationship between the performance of companies and organizations and the quality of life at work.

The Poem team regularly organizes seminars, conferences and workshops.

• Seminar "Public policies , economy and markets" ,
  in which the doctoral students of the team and its researchers present their work and current projects. Depending on the themes chosen, the seminar also invites external researchers.
• Transversal Seminar of the Center for Employment and Labor Studies (CEET)
   This seminar, organized every two months, is intended for members of the CEET transverse program and its affiliated laboratories (Lirsa, Lise, CRTD). It encourages cross-views (of methods, levels of analysis and disciplines) on the same theme.
